How do you do that? Make the water in the picture look so soft. Do you use a computer program and edit the picture or is there some setting on your camera? Oh, and what type of camera do you use, I'm getting into more photography and I want to find out which is the best camera to buy at a reasonable price.

Long shutter speed, I would guess close to 5 seconds maybe 10. A tripod is needed ;)
